We are honored that Dr. Louis Fisher agreed to join The Constitution Project as Scholar in Residence.  In this capacity, Dr. Fisher serves as a valuable research and policy resource for the staff, Board and Blue-Ribbon Committee members on a host of issues including constitutional law, war powers, budget policy, executive-legislative relations, and judicial-congressional relations. By permitting us to house this rich repository of research and analysis on our website, Dr. Fisher has also provided policymakers, scholars and the public at-large with the tools to better understand some of the most important issues of our time.

Below are eight broad categories of constitutional issues.  Within each category are links to books, articles, and congressional testimony by Dr. Fisher, with a short summary of each.
